The field of hazardous substances and waste, in which biocides are included is a complex field, changing constantly due to on one hand to scientific progress and on the other hand due to the needs of economic operators in the field. The 'framework' regulation for biocidal products is Regulation (EU) No. 528/2012 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 22 May 2012 concerning the making available on the market and use of biocidal products, abbreviated RPB.

According to the reviewed program mentioned in Commission Delegated Regulation (EU) no. 1062/2014 of August 4, 2014 regarding the systematic examination of all existing active substances (see EU Regulation no. 528/2012 of the European Parliament and of the Council) biocides may be placed on the market only if authorized under RPB. Their active substances must be added on the approved list of the EU Commission.

Until the active substances are included on the list, biocidal products can be placed on the Romanian market only if they are approved.
